Removing Horizon here; this is just dead weight until clients support it. We can revisit the idea in the future if a service decides to implement it.

Via GUI: access and security -> Floating IPs -> Allocate IP to project. I noticed that in order to allocate 2 FIPs, I need to execute "Allocate IP to project" twice. The costumers have no option to allocate a range of FIPs with one action. They need to do it one by one.
