In an environment with multiple nova-computes running Ironic driver with
hashring, when one of the compute nodes is down all instances bound to
this nova-compute are not manageable (start, stop, get-serial-console).
This is because OS-EXT-SRV-ATTR:host is pointing to dead nova-compute.
We should take advantage of hashring which we have here and update OS-
EXT-SRV-ATTR:host as well during nodes reassignment.
