Update subnet will not bump network revision sometime

Bug description:
dragonflow replies on neutron revision to judge if an object has
updates. So dragonflow has a series of test cases to verify that
neutron revision works well.
After a recent change[1], an intermittent failure with high rate can
be observed in dragonflow jekins job [2]. The test will update name of
subnet and then verify that the revision of network increases.
This issue can't be reproduced from user interface. So, I create 2
UT[3] to verify the issue. It looks like with a new context object,
the issue will not reproduce.
