However after testing the return code is 200 ok. This commit updates api-ref to correct return code. Testing with the latest master we return `200 OK`. We should update the documentation to say we return `200 OK` instead of `204 No Content`. I think this was a bad copy/paste from when we migrated the api-ref into keystone.
