Not sure if adding "affects nova" is entirely appropriate, but we
encountered this when testing this patch with the PowerVM driver:
https://review.openstack.org/443189 which is currently based on commit
80af8a9dacf6fbd853b5b0e07ffb8bffac3aa8fa of the nova tree.
After I ran the nova-manage command suggested by amoralej in comment #2,
I was able to proceed.

Everything is working fine. I can access dashboard i can create
networks and routers but i cant start an instance. Every time in error
state with this error. Tried to install with sudo yum install -y
centos-release-openstack-ocata version and then clean installed againt
with newton and it is the same problem. answers.txt is in the
