Update configuration files for Kilo

Bug description:
Update the configuration files for Kilo to include changes in
oslo.messaging and keystonemiddleware.auth_token. For example, RPC
configuration resides in [oslo_messaging_*] and [keystone_authtoken]
uses auth_plugin.
