Delete text about py34 from the project of horizon

Bug description:
The first one,it's a core-based bug
we need to drop py34 target in file horizon/tox.ini

The second bug: It's a text-based bug.
In horizon project,the support for python3.4 has been removed,so the text
"py34"and
"Runs the Python unit tests with a Python 3.4 environment." need to be
deleted.
