Wrong exception message on signature checking for the EC2 API

Bug description:
In the function check_signature under
keystone/contrib/ec2/controllers, an exception with the message 'EC2
signature not supplied' is arose even when a signature was supplied.
The code block should be aligned with the external "if" clause.
