SRIOV port cann't get the IP which is allocated by dhcp agent on the
same node

Bug description:
I create a VM with a sriov port. Nova services and neutron services
are on the same physical node. I find that the nic in VM can't auto
get IP address. The neutron dhcp-agent service is active and I can see
the network namespace which the sriov port belongs to by command "ip
netns"
