Bug description:
Neutron version is Liberty and db backend is PostgreSQL.
Using following command to create qos ratelimit:
$ neutron qos-policy-create bw-limiter
$ neutron qos-bandwidth-limit-rule-create bw-limiter --max-kbps 3000 \
--max-burst-kbps 300
