This patch enforces syslog logging for the daemon, revealing any errors and other messages that may be triggered by it. The whole directory /var/lib/neutron/ha_confs/<router_id> is used to store metadata and is removed once router is removed, along with the logs. This makes debugging of tempest jobs a bit more difficult.
