I create an instance, but failed. Then the instance status is Error. If
I delete the instance, the usage summary should be reduce, but it
unchanged. if the usage equals limit, I can not create any instances
anymore.

I create an instance, but failed. Then the instance status is Error.
If I delete the instance, the usage summary should be reduce, but it
unchanged. if the usage equals limit, I can not create any instances
