That's what produced by `keystone-manage doctor` when no caching is
enabled.
WARNING: `keystone.conf [caching] enabled` is not enabled.
Caching greatly improves the performance of keystone, and it is highly
recommended that you enable it.
There's no [caching] section - it's named [cache].
