Invalid actions for shelved instances should not be enabled
Status in OpenStack Dashboard (Horizon):

Bug description:
Steps to reproduce:
1. Go to project/instances panel
2. Create an instance and shelve it
3. Select the instance and click the More Actions dropdown button on top of
the table
Note that the available actions are start instances, shut off
instances, and soft reboot instances. These actions are not allowed
for shelved instances so they should be disabled.
