I found an error by "neutorn net-list command" in stable/newton.

This error caused by following code.

This call oslo_db.sqalchemy.utils._get_unique_keys function.
However, "_get_unique_keys" function is not found.
But, I found "get_unique_keys" function.

So, I think it should call "get_unique_keys" function.
