Steps to reproduce:
# git clone master
# cd cloud-init
# tox -e tip-pyflakes
The offending code in both files is:
try:
import jsonschema # NOQA
_missing_jsonschema_dep = False
except ImportError:
_missing_jsonschema_dep = True
