There will be a locked or unlocked icon with help tooltip if nova 2.9 or above is used. See openstack_dashboard/api/microversions.py Added the locked field on project/admin instance details panel. It would be nice to show a lock icon in the instances table next to the status column to indicate the instance is locked.
