Overview panel should be directly under project dashboard
Status in OpenStack Dashboard (Horizon):

Bug description:
Currently, the project overview panel is under the project compute
panel group. The overview panel shows information for both compute and
network. Also, the admin overview panel is under admin dashboard
directly. Thus I think the project overview panel should be under
project dashboard directly.
