Public bug reported:
'networks' quota can be available based on config value. api-ref should
show that for quota-set and quota-class APIs and also sample files so
that it can be tested somewhere.
As those are deprecated with 2.35 in quota-set APIs (not in quota
class), its good to have such info in api doc.
