Reproduce steps:
+ Create new images
+ Navigate to: Project -> Compute -> Images.
+ Click `Launch` on any image, we call it IMG_A
+ Observe:
Problem: In `Source` tab, available images number and list image are
inconsistent, IMG_A is not shown in images list.
Note: This issue does not occur if we launch instance with following
steps:
Project -> Compute -> Instances -> Launch instance
** Affects: horizon
