Public bug reported:
Current neutron-lib(1.9.1) is missing conversion source/destination port
for firewall rule. https://review.openstack.org/#/c/486133/ is the fix
to insert conversion 'convert_to_string' for firewall rule. However,
this fix is not included in neutron-lib 1.9.1.
As a result, firewall rule cannot specify source/destination port as an
integer value.
