Ipsec site connection should support id
Status in Neutron VPNaaS dashboard:

Bug description:
If create ike policy/ipsec policy/vpn service without name successfully, it
could show its id instead of name in dashboard table.
However if I want to use above to create a ipsec site connection, the
associated with this connection selection shows blank. It should support the id
at the same time.
To reproduce:
1. create ike policy, ipsec policy and vpn service without name.
2. create a ipsec site connection
