Public bug reported: Some resources, namely floating IPs, are limited based on those allocated, rather than in actual use. The "Allocated" string is present in the code (https://git.openstack.org/cgit/openstack/horizon/tree/openstack_dashboard/usage/views.py#n71) ready to replace "Used" where needed, but it is not used in the template.
