Keystoneclient has nothing to say about what the server accepts. If
anything this is a keystone issue.

  The bug was discovered while writing the policies functional tests
  [1]. Keystone server should define "type" attribute as a MIME Media
  Type [2] but accepts everything, for example, UUID is accepted in [1]
  while creating and updating a policy.
