glance installation fails while have special symbols in password or
login

Bug description:
When we follow the default devstack quick-start guide, we create local.conf
file and set login and password, but we need to notice users that password and
login can't have '@' symbol, else while we will start stack.sh script glance
will throw error like this:
CRITICAL glance [-] ValueError: invalid interpolation syntax in
'mysql+pymysql://root:%[email protected]/glance?charset=utf8' at position 21
