Unable to add security rules under manage rules, no response upon
clicking "add"

Bug description:
I am using DevStack, I have tried unstack and stack ing it a few
times, I can confirm the issue can be replicated.
Regardless of any security groups (default/ custom), I am only able to DELETE
rules instead of adding rules.
After filling up the details to be submitted, clicking the "add" button does
not have any response. No rules were able to be added. Suspected front end
issue.
