destroy evacaute instance filters can not find instance when status is
'completed'

Bug description:
When I turn off a compute node, I use nova evacuate to migrate the instances
to another compute node, wait until the compute node is powered on, the service
is restored, and the service initialization process init host will perform the
evacuate cleanup work. 'Destroy evacluded instances '. now fliters status is
'acceptd' and 'done' ,It does not work now when i do nova live
migration,because the directory already exist.
I do not why have this bug,but it is true
