External Hyperlink on doc page is broken.
According to the docs on this link:
https://docs.openstack.org/neutron-lib/latest/contributor/api_extensions.html#using-neutron-lib-s-base-extension-classes
When I clicked the hyper-link(neutron api extension dev-ref), it shows 404 not
found error.
Plz fix the hyper-link.
