Tests only cover Keystone v3

Bug description:
Although we support both Keystone v2 and v3, we only test with v3.
There's no easy way to run the tests with both versions or run
version-specific tests. This can cause issues at times, see e.g.
https://review.openstack.org/#/c/51157/ when we expect Horizon to
behave differently based on API active version but can't easily test
it.
