As mentioned above, this sounds like a configuration issue that is
causing issues in the browser rather than a bug in horizon

Bug description:
Hi there,
When setup and running, I can upload images via glance image-create.
However through Horizon I get "xmlhttprequest blocked" by chrome
because my dashboard is configured on SSL (https://) but the response
from the glance-api has the "upload_url" as none-ssl (http://)
I have tried to change what the URL protocol is coming back but
haven't found any option, I suspect this must be a bug.
