Devstack fails when trying to install ovs dependencies with F26. It
tries to install a non-existant kernel-foo package as the is_fedora flag
on devstack doesn't differenciate on Fedora/CentOS/... and currently
this was failing with Fedora 2 due to - _ mismatch in package name.
