Create Volume form shows incorrect Total Gigabytes

Bug description:

On the Create Volume form, Volume Limits section, the Total Gigabytes
displayed currently is only
the total size used by all volumes. This should also include the total size
used by volume snapshots.
Volume Limits: Total Gigabytes = (Total volume size + Total Snapshot size)
usages.gigabytesUsed = usages.volumesGigabytesUsed +
usages.snapshotsGigabtyesUsed
Similarly, this computation should be made for the Create Snapshot
form.
