Title:
  Create network type vlan displays: Error: Failed to create network

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  1. Login as a admin user and navigate to Admin->networks
  2. Click on create network
  3. Select the type as VLAN and provide the vlan ID(Segmentation ID)
  4. provide other required details and click "Create Network"
  Observe that "Error:Failed to create network" displayed.
