I removed nova from the affected project as it is only related to horizon and neutron.

This was quite confusing. This will likely not be fixable until this feature lands in neutron: https://bugs.launchpad.net/neutron/+bug/1204956, Since Horizon has no way to get defaults and this is probably a good reasonable solution until then. Steps: Login as a user with who's default tenant has a quota of 50 floating IPs. Go to create project, note the pre-filled value is 50. Change tenant's quota to "123" Logout Login again Go to create project, note the pre-filled value is 123.
