Public bug reported:

Azure uses Key-Value Pair (KVP) telemetry to monitor the deployment of
Windows VMs. This type of telemetry is available early in the deployment
boot and deployment process when other services are not available.  I
would like to see this work also available for cloud-init based Linux
distros.
