This works properly in the current master, which is to say, after
attempting to submit an empty form (and receiving the error), the user
can successfully enter a name and submit the form.

Wrong "Create Transfer" form behavior

Bug description:
Reproduce:
1 Open Project/Compute/Volume
2 Click "Create Transfer" under the actions of the table list
3 Leave the "Transfer Name" blank and click "Submit", there will cast error
"This field is required".
4 Input the "Transfer Name" and click "Submit"
Expected result:
submit success and create transfer
Actual result:
There cast error on the top of the right corner.
There should allow user input again and submit the form.
