[RFE] Need Qos function based on public IPs

Bug description:
We use public IP address on SNAT/VPN service/DNAT. As now SNAT/VPN
need to support rate limit for access external network or the
connection cross openstack. I think [1] will meet this requirements.
DNAT/port forwarding[2] also need the Qos for the same reason which is
saving the bandwidth for not affecting other users.
So add Qos to port forwarding and VPNaaS are necessary.
