I cannot reproduce this on master (queens) -- it only opens a single
window. Also note that bug 1723142 will be removing this direct link to
the console.

How to reproduce:
1. Create an instance
2. Open Network Topology panel
3. Put the mouse on the instance
4. Click "Open Console" link on the instance balloon
Then you will see two windows opened.
