Recently，the compute node resources are updated by the periodical task
‘update_available_resource’ in
https://github.com/openstack/nova/blob/master/nova/compute/manager.py#L7067,
but there are two places that will update the resource, in
https://github.com/openstack/nova/blob/master/nova/compute/resource_tracker.py#L517,
the task will update the ‘memory_mb_used’，‘vcpus_used’ ，‘local_gb_used’ to the
actual used memory，vcpu and local disk. So if users refesh the used resources
rapidly and will find the memory will change periodically.
So I think it shouldn't update the ‘memory_mb_used’，‘vcpus_used’
，‘local_gb_used’ here.
