Vxlan UDP port value is not getting updated in db

Bug description:
The value for Vxlan UDP port should be changed in
'ml2_vxlan_endpoints' table according to the values configured in
ml2_conf.ini at L2 agent side.
Currently, it is hard coded with VXLAN_UDP_PORT = 4789 in
type_vxlan.py
def add_endpoint(self, ip, udp_port=VXLAN_UDP_PORT):
LOG.debug(_("add_vxlan_endpoint() called for ip %s"), ip).
The tunnel_sync() rpc should send the UDP port to it.
