Number of volumes progress bar shows wrong value

Bug description:
when I try to create a volume in project,volumes form shows a progress bar
shows wrong value.
I see that 0 volumes are available but the progress bar shows a green
coloured bar.
Expected Behaviour: when there are 0 volumes, the progress bar should
be grey and not partially green.
I have enclosed the screenshot hereunder for reference
