In Create User page: confirm password text field shifts when passwords
do not match.

Bug description:
1. As a admin user, navigate to identity->users, click on create user
2. specify the username, password enter the different password in confirm
password field.
3. click on primary project, observe that confirm password field shifted to
its right.
