memoized decorator not safe constructing a neutronclient in neutron

in /horizon/openstack_dashboard/api/neutron.py:
@memoized
def neutronclient(request):
@memoized only take the request's fileds as key to index cache, but if a
filed has a different descendant filed, cache will still hit.
when we reuse the request with new parameters when calling neutron api,
return same responses unexpectedly.
