Running `make rpm` after installing dependencies on a clean CentOS 7
machine fails:
# cat /etc/centos-release
CentOS Linux release 7.2.1511 (Core)
# python --version
Python 2.7.5
# pip --version
pip 8.1.1 from /usr/lib/python2.7/site-packages (python 2.7)
# pip install -r requirements.txt
...
# pip install -r test-requirements.txt
...
# make rpm
