Unable to build rpm from 0.7.6 tarball

Bug description:
After downloading a tarball of release 0.7.6 from launchpad, make rpm
fails with: Stderr: 'bzr: ERROR: Not a branch: "/home/dbuechler/cloud-
init-0.7.6/".\n' I believe that because the source was not downloaded
using bzr, the .bzr files are missing and make-tarball errors because
it requires bzr for version information.
