disable_root: 1 but root can still log in

Bug description:
In my cloud.cfg I have tried:
disable_root: true
disable_root: 1
disable_root: True
But root is still able to log in via ssh.
RHEL 7.3
Openstack 10
cloud-init 0.7.9
