Fix Unit Test to cover SGNotificationTestMixin class

Bug description:
Because the current SGNotificationTestMixin class inherited from
object, so the current unit tests of SGNotificationTestMixin class
under the neutron/neutron/tests/unit/agent/test_securitygroups_rpc.py
is not covered.
The patch fixed this issue.
