Currently the nova scheduler does not filter out cell0 from the list of
cells that it considers for scheduling. Since cell0 does not have any
computes and is only a graveyard cell, it should be filtered out from
the global cell cache that is maintained by the host_manager
(https://github.com/openstack/nova/blob/master/nova/scheduler/host_manager.py#L639)
and should not be a candidate cell for scheduling. It will anyways be
filtered out due to not having computes every time during scheduling,
however if this is done earlier on, it will optimize the scheduling.
