Avoid popup blocker after key-pair creation
Chrome version 64 blocks new window popup for
downloading created private key.
This problem occurs in Angularized panels that
uses text-download service.
This patch fixes not to open new window.

After Chrome update to version 64, it blocks downloading created private key
on new window.
This problem occurs in Angularized panels that uses text-download service.
