As of OS-6178 (https://smartos.org/bugview/OS-6178), HVMs can use
sdc:routes to get their static routes metadata. The support of
sdc:routes in DataSourceSmartOS is insufficient to cause the configured
routes to be effective. Documentation on the sdc:routes can be found at
